It's car park you can pay to leave your car here if your brave enough. But is close to town would safer if they still had a person giving to ticket and charging as you live but that the cost of modern tech just machines nobody real.

My go to parking spot when I'm in Gloucester. Plenty of parking always and a short walk into the centre of the city. Only £1.30 for an hour 🙂
